Short answer: yes, you can hire a Top Talent Pass Scheme holder without sponsoring a visa. TTPS holders admitted on time limitation only are free to take up and change employment in Hong Kong without prior approval from the Director of Immigration. For the employer this means no sponsorship application, no quota, and no waiting — but it also means the candidate’s right to stay is independent of you, and expires on their pass date rather than their employment.
What the Top Talent Pass Scheme actually is
The TTPS admits experienced professionals and graduates of eligible universities to Hong Kong without requiring a job offer first. The Immigration Department states that persons admitted under the TTPS, who are on time limitation only without other conditions of stay, are free to take up and change employment or to establish or join in business in Hong Kong during their permitted stay without the need to seek prior approval.
That single sentence is the whole employer story: the candidate in front of you already has the right to work.
The three categories, and why the category matters to you

Category tells you two useful things. First, seniority: a Category A holder has cleared a HK$2.5 million income bar, which is a meaningful independent signal. Second, runway: a Category C graduate has 24 months and no track record yet, so their renewal will depend heavily on the job you are about to give them.
What an employer should actually check
- Look at the visa label or e-Visa, not the candidate’s description of it. You are checking the condition of stay and the expiry date.
- Confirm it says time limitation only. The open work right attaches to that condition. Other conditions of stay change the picture.
- Note the expiry date against your role. A 24-month pass on a role with an 18-month ramp is a conversation to have at offer stage, not at renewal.
- Understand the renewal test. Renewal generally depends on the holder having secured work in Hong Kong at a suitable level of remuneration. Your offer is effectively part of their renewal case, which is leverage you should use ethically and transparently.
- Keep a copy for your records as part of your normal right-to-work file.
What you do not have to do
You do not file a sponsorship application. You do not demonstrate that you failed to find a local candidate. You do not wait for a quota. Compared with hiring under the General Employment Policy or the Admission Scheme for Mainland Talents and Professionals — both of which require employer sponsorship — a TTPS holder can usually start on a normal notice period. The risk nobody mentions
Because the pass is not tied to you, three things follow that sponsored hiring does not have:
- They can leave freely. No immigration friction keeps a TTPS holder in your business. Retention is entirely on your offer and your management.
- Their clock is running independently of you. A candidate 20 months into a 24-month pass is a different hire from one at month three.
- Renewal is not guaranteed. If it is refused, you lose the employee regardless of performance. For a business-critical role, ask where they are in the cycle before you build a team around them.
Where TTPS talent is actually useful
The scheme has brought a large pool of overseas-educated, often mainland-Chinese-background professionals into Hong Kong who do not need sponsorship. That is most valuable for roles where the sponsorship process itself is the bottleneck: mid-level finance and compliance, technology and data, and regional roles needing Mandarin alongside English and Cantonese.
