Short answer: outsourced sourcing means a dedicated offshore resourcer or team does the candidate-generation work — searching, mapping, outreach, first screening, CV formatting and CRM hygiene — while your consultants keep the client relationship, the assessment and the close. Agencies buy it because a consultant hour spent formatting CVs is the most expensive administrative hour in the business.

Know the three tiers before you buy

Most confusion in this market comes from vendors using one word for three different products. Agency owners buy by tier:

Tier What they own Best for
Resourcer Candidate delivery: Boolean search, talent mapping, outreach, first screening, shortlist support, interview coordination Desks where the bottleneck is candidate volume
Delivery consultant Everything a resourcer does, plus more of the candidate process and some client communication Desks with live roles but no capacity to run them
360 recruiter Candidate work plus business development and vacancy generation Agencies buying growth, not just capacity

Start at resourcer. It is the cheapest tier, it removes the largest block of non-billable hours, and it is the easiest to quality-check. Moving up a tier before your process is documented just exports the chaos.

What actually gets outsourced

  • Candidate sourcing and long-list building from LinkedIn, job boards and your own database
  • Talent mapping and competitor org charts
  • CV screening against an agreed scorecard
  • CV formatting into your template
  • Job ad writing and multi-channel posting
  • Interview scheduling across time zones
  • Reference checking and compliance document collection
  • Database cleansing and CRM hygiene — the least glamorous item on this list and usually the highest return
  • Weekly pipeline and activity reporting

The arithmetic that decides it

Take a consultant billing HK$1.2 million a year. Across roughly 1,800 working hours, each hour of their time carries about HK$660 of billings. In most agencies, 40% to 50% of a consultant’s week goes to administration rather than client and candidate conversations.

Move fifteen of those hours a week to a resourcer and you return roughly 700 hours a year to revenue-generating activity. The support cost is a fraction of a single placement fee. That is the entire business case, and it does not depend on the resourcer being as good as your consultant — only on them being adequate at work your consultant should not be doing.

What it costs

Three pricing shapes dominate: hourly flexible support from around US$35 per hour; a part-time dedicated resource on a monthly fee, commonly around US$2,000; and a full-time dedicated resource, commonly around US$3,500 a month. Compare that against a Hong Kong resourcer on payroll once you add MPF of up to HK$1,500 a month, a desk, job board licences, equipment and management time. Our breakdown of recruitment virtual assistant cost works through the comparison.

Why an Asia-based provider is a different proposition

Most outsourced recruitment support is sold from the Philippines and India into the UK and Australia, built around UK and Australian working hours. If your desks are in Asia, or your clients are, that model puts your support team offline exactly when you need them.

An Asia-based provider changes three things: your resourcer works your hours, not the inverse; Cantonese and Mandarin sourcing is possible rather than outsourced again; and the provider sits in a common-law jurisdiction with a recognisable regulatory regime. FuturRecruit operates under Hong Kong Employment Agency Licence 83821, which is a verifiable credential rather than a claim.

How to run it without wrecking quality

  1. Document the brief once, properly. An hour of intake per role saves a week of wrong candidates.
  2. Agree a written scorecard, not a wish list. Screening is only consistent if the criteria are written down.
  3. Give real CRM access with named individual logins. Partners working from spreadsheets create the data mess you were trying to fix.
  4. Measure output, not hours. Qualified candidates per role per week, CV-to-interview ratio, and time from brief to shortlist are enough.
  5. Keep the close in-house. Assessment, offer negotiation and client relationships do not outsource well.
  6. Handle candidate data properly. In Hong Kong that means the Personal Data (Privacy) Ordinance, written into the contract.

Frequently asked questions

What is the difference between a resourcer and a 360 recruiter?

A resourcer works only on candidate delivery: sourcing, outreach, screening and coordination. A 360 recruiter also does business development and generates vacancies. A delivery consultant sits between the two.

How much does an offshore recruitment resourcer cost?

Typically from around US$35 per hour for flexible support, around US$2,000 a month part-time dedicated, and around US$3,500 a month full-time dedicated.

Will my clients know I use outsourced sourcing?

Not unless you tell them. The resourcer works under your brand, your templates and your domain. What clients notice is faster submission and cleaner CVs.

Is outsourced sourcing the same as RPO?

RPO usually describes an employer outsourcing its internal hiring. Outsourced sourcing for agencies is the same mechanics sold to a recruitment business rather than an employer. See our guide to recruitment process outsourcing in Hong Kong.

How quickly can a resourcer start?

Usually one to two weeks, covering intake sessions, template handover and system access.
